45 heads of state and government leaders at the French-African summit unanimously supported France's demand for the peaceful demilitarization of Iraq. Three of these countries - Angola, Guinea and Cameroon - currently hold seats on the Security Council. Even before the summit, during an open discussion in the UN, only one of about 60 speakers placed himself firmly in the US camp.

President Bush: Your decisions recently have moved farther and farther away from what we are recommending. You sound increasingly black and white on all issues. Not only don't you seem to care how other people feel but, instead, you seem to thrive on how tough you are and how little you do care. This is why you are alienating so many people. People feel that you don't care, that you are going through the motions of debate with no awareness whatsoever as to what others are feeling. We honestly believe that if you took a vote, even amongst the non-Muslims of the world, you would find that more people are worried about your warlike tendencies than about Saddam Hussein's. This does not have to do with your clear desire to go to war. It is because people feel that you do not give serious consideration to other points of view. In May the Veterans Administration issued a report about Gulf War casualties. Almost seven hundred thousand people like me served in the Gulf War. Of those, more than TWO HUNDRED THOUSAND have filed VA claims for war-related disabilities. The VA has approved the claims of 159,238 of these veterans, awarding them lifetime medical care, compensation, and pensions based on the extent of their medical problems. That is almost 30 percent of those who served in the Gulf War.
