State terrorism is the use of state violence against innocent civilians to create fear in pursuit of a political objective. It has been called the ugly side of imperialism (now correctly called "globalization"). It sometimes promotes submission of nations to the domination by occupation or otherwise of the terrorist state. There are two varieties, overt and covert. Prior to the 1930s, the overt variety was frowned on in Western societies as supposedly repulsive to the civilized mind.
STATE TERRORISM

 

U.S. Military Personnel who died in German hospitals or en route to German hospitals have not previously been counted. They total about 6,210 as of 1 January, 2005. The ongoing, underreporting of the dead in Iraq, is not accurate. The DoD is deliberately reducing the figures. A review of many foreign news sites show that actual deaths are far higher than the newly reduced ones. Iraqi civilian casualties are never reported but International Red Cross, Red Crescent and UN figures indicate that as of 1 January 2005, the numbers are just under 100,000.

Many observers have drawn attention to features of the evidence -- particularly the video of the beheading released by the supposed terrorists -- which do not add up. I find some of these features to be explainable without reference to a conspiracy by US security agencies. Most, however, are best explained by the black operations scenario. Even so, many puzzling anomalies remain.

“This memo and others show there was planning far up the chain of command to torture detainess; the atrocities at Abu Ghraib and elsewhere cannot be swept under the rug by going after low-level soldiers. Apparently highly placed U.S. officials were willing to approve interrogation methods that violate every convention on torture the United States has ever signed. But they needed to find cover for their actions and a defense to possible criminal prosecution. Government lawyers writing this report wildly distorted the law in an effort to exempt officials from potential criminal prosecution,” stated CCR President Michael Ratner.

According to a political appointee within the Bush administration and U.S. intelligence sources, the interrogators at Abu Ghraib included a number of Arabic-speaking Israelis who also helped U.S. interrogators develop the "R2I" (Resistance to Interrogation) techniques. Many of the torture methods were developed by the Israelis over many years of interrogating Arab prisoners on the occupied West Bank and in Israel itself.

Jamie Doran, producer of a television documentary titled Afghan Massacre: The Convoy of Death, in the respected French journal Le Monde diplomatique (September 2002). Thousands more prisoners were still missing, according to Doran. "A few may have escaped ... But according to to a number of eyewitnesses found during a six-month investigation, most lie [buried] in the sand" at Dasht-e Leili, a site only ten minutes' drive from Shebarghan.

Some observers contend that the Negroponte nomination offers one more example of Secretary Powell’s lack of control over State Department policy. The nomination of such a tainted figure as Negroponte to one of the most prominent posts available to a U.S. diplomat would represent an insult to the international community, as well as a hollow affront to the victims of the Central American wars of the 1980s and a diminution of the reputation of this country for civic rectitude at a very difficult moment in U.S. history.

Events of the past two months have made clear that we must take significant new steps to fight terrorism. It is my responsibility to the American people to show them that their government will not tolerate attacks on her citizens here or abroad. For too long the terrorists have had the initiative. Now we must act decisively to change the dynamic by returning to the basic principles of our counterterrorism policy. First, the United States will not make concessions to terrorists, for to do so would be to take the first step down the endless road of blackmail. By our actions as well as our words, we must show that countries that use, sponsor or protect terrorists will pay a significant price. And we must make the terrorists themselves worry that they are not safe from our reach, no matter where they are. As in so many areas, the world looks to America for leadership in this fight. Conditions in Iraq are desperate. On November 11, 2003, the international health charity, Medact, released a report finding that public services in Iraq are in a state of collapse. Dr. Sabya Farooq, author of the report, told the BBC: "It's mainly the ongoing violence and insecurity which, in addition to the breakdown of public health services, is posing the main risk to public health." In the past year, maternal mortality rates have increased, acute malnutrition has almost doubled, and water-borne diseases and vaccine-preventable diseases have increased. Reports also put unemployment in Iraq at anywhere from 50 percent to 70 percent.

The US is at this moment is developing advanced systems of "weapons of mass destruction" and it prepared to use them where it sees fit. It has more of them than the rest of the world put together. It has walked away from international agreements on biological and chemical weapons, refusing to allow inspection of its own factories. The hypocrisy behind its public declarations and its own actions is almost a joke. The United States believes that the three thousand deaths in New York are the only deaths that count, the only deaths that matter. They are American deaths. Other deaths are unreal, abstract, of no consequence. The three thousand deaths in Afghanistan are never referred to. The hundreds of thousands of Iraqi children dead through US and British sanctions which have deprived them of essential medicines are never referred to.
